早在一战，为对付敌方的空中侦察，每一方都采用各种方式尽量遮蔽己方的大炮，有的用大面积的防水油布，也有用渔网，亚在网上增加一些布条，这就是伪装网的雏形。

到了二战，航空照相8成为侦察的重要手段，制式伪装网得到进一步发展，除了大型武器装备，在重要军事设施的伪装也被广泛应用。不过，那时的伪装网仅能对抗可见光侦察，所用材料基本上以棉麻为主。

20世纪60年代以后，随着侦察器材和精密制导武器的不断应用，大大提高了揭露伪装、识别目标和武器命中目标的能力。也促进了制式伪装网的发展。其基础材料、伪装遮蔽性能，以及伪装机能能总都发生了变化。
